How to request it

Local entities should request access to BÁSICAL through the usual means of accessing Budgetary Administration information systems.

Depending on whether you already have access to other information systems, or if you already have access to BÁSICAL but want to log in using a different profile, you will need to choose one of the three options below:

  1. Request access as a new user of the Budgetary Administration.
  2. Request access as a current user of other information systems.
  3. Request to modify your access profile (for current users of BÁSICAL).

Note: For users who require access to several Local Entities, you must request access to one of them, following the steps explained in section 1 or 2, and then request access to the other Local Entities, following the steps explained in section 3.

1.-Request to access BÁSICAL as a new user of the Budgetary Administration.

To be able to access BÁSICAL, you must request access to the Budgetary Administration information systems, To do so, enter the online portal of the Budgetary Administration through the e-office option Request Access to Systems.

The new user (unless he or she is the President of the local entity) must attach the following form to the request, which must include him or her as personnel authorised to access the entity’s data and their profile:

The BÁSICAL application differentiates between two access profiles:

  • Administrator: Allowed to perform any operation in the application.
  • Consultation: Can only perform consultations. Cannot enter or modify accounting data.

From the Access Control page, select the link to Managing access to the Budgetary Administration information systems.

Once the request has been started in RADIX, click the option"Register a user (external)strong>".

Then you must fill in all of the information that the RADIX application prompts you to provide:

  1. User identification information, except name and surname, which will be obtained from your digital certificate; the name of your local entity (centre: official name of the entity/unit: Office of the Secretary, Mayor’s Office, Management Office, etc.) and information on your supervisor (the President of the local entity).
  2. Using the button “Add information system”, choose the BÁSICAL application from the options available.
  3. In the access profile field, it will indicate if registration is being requested with an “administrator” or “consultation” profile .
  4. Then check “Production” to indicate that access is being requested for the production environment..
  5. Fill in the “justification” field, which is requested below, with the reason for your request.
  6. Then you must attach the aforementioned form reporting local entity users.
  7. Finally, click the “Agree” button to finalize the request.

After performing the request as described above, you must confirm the request by once again logging into the application after receiving an automatic email addressed to the applicant in order to validate your email address.

If you have not validated your email address within 7 days after the request was generated, the system will automatically close the request.

Once the request has been confirmed, it will be analysed and, if appropriate, authorised by the owner of the file—in this case the National Accounting Office (ONC). You will be notified of the decision by email. If, when requesting BÁSICAL, you require access to several local entities, in the “Justification” field on the application you must include the entities which you would like to access, and attach to the request a User Notification Form for each of the entities for which you are requesting access.

If a BÁSICAL user needs to access more local entities at a later date, they must request said access by sending an email to accesoBasical@igae.hacienda.gob.es, attaching a User Notification Form for each entity for which they are requesting access.

2.-Request access to BÁSICAL as a current user of other information systems.

To request access to BÁSICAL as a current user of other systems, you must also enter the online portal of the Budgetary Administration., through the e-office option "Request Access to Systems".

From the Access Control page, select the link to Managing access to the Budgetary Administration information systems o start the RADIX application (requires recognised or qualified digital certificate or electronic signature).

The full procedure is explained on the aforementioned “Access Control” page, specifically in the fourth section of the following document:

Once the request has been started in RADIX, select the option"Access to new information systems (external)”.

Then you must fill in the information that the RADIX application asks you for (in this case, you will not be asked for your identification information).

To complete the request, you must include the “Form reporting local entity users” with the authorisation to access the entity’s data from the manager of said entity.

If, when requesting BÁSICAL, you require access to several local entities, in the “Justification” field on the application you must include the entities which you would like to access, and attach to the request a User Notification Form for each of the entities for which you are requesting access.

If a BÁSICAL user needs to access more local entities at a later date, they must request said access by sending an email to accesoBasical@igae.hacienda.gob.es, attaching a User Notification Form for each entity for which they are requesting access.

3.-Request to modify your access profile (for current users of BÁSICAL).

To request a modification to the BÁSICAL access profile, you must also enter the online portal of the Budgetary Administration, through the e-office option "Request Access to Systems".

Once the request has been started in RADIX, in the application select the menu"Modify access profile for information systems (external)”.

Then choose BÁSICAL and indicate the changes you are requesting:

  • Profile: Administrator or consultation.

To complete the request, you must include the “Form reporting local entity users” in which the head of the entity authorises said change.
