What is it and what is it for?

Quanto is the Budgetary System module responsible for the exhaustive budget preparation of the administrative subsector (Structures centre, Budgetary scenarios, Credits and allocations, Parliamentary amendments to numerical statements).

  • Central Structures Office of the State Budgets administrative subsector (common tables of this subsector: classification by body, economics, programme, region, province, etc.).
  • Budget scenarios is the tool used by the Directorate General for Budgets and the Budget Offices for these scenarios regulated by the General Budgetary Stability Law. It allows for multi-year programming of the projections and commitments – both existing and new – of income and expenditure scenarios.
  • Appropriations and allocations, for drafting the income and expenditure items of the central government administrative subsector, which forms part of the State Budgets. These are drawn up both by the Directorate General for Budgets and the Budget Offices, each with its own independent working area. The application is used to set out the mechanisms and processes required to contrast the different information and exchange processes between these working areas.

It enables the Ministries to carry out the personalisation of the credits that they wish to make, and transfer the approved General State Budgets (PGEs) to the accounting system and to the processing of budgetary modifications.

A set of information exchange standards has been defined for uploading/downloading to and from the application, the documentation on which may be found in the Budget Administration Internet Portal under "Budget Utilities"

  • Parliamentary amendments, for the Directorate General of Budgets to inform on the amendments to the numerical statements presented by the parliamentary groups to the Draft Legislation of the PGEs in their different stages of processing both in the Congress of Deputies and in the Senate, as well as issuing the official books for those stages.
