The RICEL application (Local Entity Monitoring Information Record) is a computer application developed by the General Comptroller of the State Administration, which consists of two modules:
- The 'Discrepancies' module, through which the President of the Corporation of the local entities whose financial guardianship corresponds to the State can refer a request for a report to the General Comptroller of the State Administration prior to the resolution of a discrepancy of criteria between the management bodies and the control bodies in matters of the comptroller's function.
- The 'Summary Report' module is used by the local authority controller to submit the annual summary report to the General Comptroller of the State Administration.
