What is it and what is it for?

This is a computer application developed by the State Controller’s Office (IGAE) centralising and standardising the information from public sector businesses and foundations to meet the applicable regulations at all times.

The information sent via CICEP.red will serve as a basis so that the State Controller’s Office can:

  • Draw up the General State Accounts.
  • Draw up and publish economic/financial reports in the public sector business and foundation sector.
  • Draw up public sector financial accounts in accordance with the European System of National and Regional Accounts.
  • Update the Public Sector Bodies Inventory (ownership structures, financial data, direct and indirect shareholdings).
  • Draw up monthly reports for the central administration as a whole, defined in terms of national accountability.
  • Draw up monthly reports concerning the average time for paying central administration suppliers.
  • Offer the European Commission a joint report on the universe that consists of the businesses included with the scope of Act 4/2007, dated 3 April.
  • Draw up reports on audits by the National Audit Office, posting them on the application and using it to make them available to the bodies.

CICEP.red is divided into the following information subsystems:

Annual Account Subsystem

Its purpose is to allow the information that must be presented by State public sector business and foundation bodies and organisations included in Additional Provision Nine of the General Budget Act 47/2003, dated 26 November, to be sent to the State Controller’s Office in accordance with the provisions of Orders EHA/2043/2010, dated 22 July and HAP/2161/2013, dated 14 November, amended by Order HAP/1881/2014, dated 30 September, regulating the procedure for submitting Annual Accounts and other information that has to be sent to the Court of Auditors.

In addition, for the purpose of complying with the provisions of Order EHA/614/2009, dated 3 March, regulating the content of the report mentioned in article 129.3 of the General Budget Act, the appendices established in this Order are included.

The information sent will be used as a basis so that the State Controller’s Office can draw up the General State Accounts and update the List of Public Sector Bodies (ownership structures, financial data, direct and indirect shareholders).

Withdrawal subsystem

The aim is to allow the submission to the State Controller’s Office of the information that must be presented by bodies that have ceased to form part of the State business and foundation public sector for the period from the start of the financial year to the time they cease to form part of the State public sector under the General Budget Act 47/2003, dated 26 November, in accordance with the provisions of Orders EHA/2043/2010, dated 22 July, and HAP/2161/2013, dated 14 November, amended by Order HAP/1881/2014, dated 30 September, regulating the procedure for sending the Annual Accounts and other information that has to be submitted to the Court of Auditors.

Annual and Quarterly Economic-Financial Information Subsystems

Their purpose is to allow the annual and quarterly information that must be presented by State public sector business and foundation bodies and organisations included in Additional Provision Nine of the General Budget Act 47/2003, dated 26 November, to be sent to the State Controller’s Office in accordance with the provisions of Orders EHA/2043/2010, dated 22 July and HAP/2161/2013, dated 14 November, amended by Order HAP/1881/2014, dated 30 September, regulating the procedure for submitting annual accounts and other information that has to be sent to the Court of Auditors and in the aforementioned Act .

The information sent will serve as a basis so that the State Controller’s Office can draw up: 1. The General State Accounts. 2. Economic/financial reports on public sector businesses and foundations. 3. Public sector financial accounts in accordance with the European System for National and Regional Accounts. 4. Updating the Public Sector Bodies Inventory (ownership structures, financial data, direct and indirect shareholdings).

In addition, for the purpose of complying with the provisions of Order EHA/614/2009, dated 3 March, regulating the content of the report mentioned in article 129.3 of the General Budget Act, the appendices established in this Order are included for bodies that do not send their annual accounts in standardised models.

Monthly subsystem

The aim is to have the standardised information for meeting Directive 2011/85/EU of the Council, on the requirements applicable to member States’ budgetary frameworks regulating their obligation to draw up and publish monthly data for the central administration as a whole, defined in terms of national accounting.

Transparency Subsystem

The aim is to allow the sending of the information contained in Royal Decree 1759/2007, dated 28 December, regulating the models and procedure for submitting the information that must be presented by public companies and particular companies under the provisions of Act 4/2007, 3 April, for openness in financial relationships between public administrations and public companies and financial openness in certain companies.

The purpose of the remittance and centralization of information at the Government Comptroller's Office is to prevent the dispersion of interlocutors and to be able to provide the European Commission with joint information on the group of companies included within the scope of Law 4/2007, of 3 April 2007.

Late Payment Law Subsystem

The aim is to collect information concerning the ratios of operations paid for and operations awaiting payment contained in Royal Decree 635/2014, dated 25 July, developing the methodology for calculating the average period for paying public administrations’ suppliers and the conditions and procedure for withholding resources in finance systems established in Act 2/2012, dated 27 April.

The information sent will serve as a basis so that the State Controller’s Office can draw up monthly reports concerning the average payment time to central administration suppliers.

Information Subsystem for the consolidation of the CGE

Its aim is to enable the transmission by the entities of state public business sector of operations that have been carried out with the entities that are part of the state administrative public sector, as well as other information necessary for preparing the consolidated General State Account by General Audit Institution.
