What is it and what is it for?

CINCOnet (Centre for Accounting Information Accessible via MultiNet) is an Information System that provides accounting information on the General State Administration and Bodies.

It incorporates a series of queries that allow users to select:

  • The required budget period.
  • The budget, whether expenditure or revenues, and the format of the information obtained.
  • The accounting date of the required information.
  • The organic, functional or economic distribution of the report, for expenditure budgets, and economic distribution, for revenue budgets.
  • The amounts of the budget phases to be presented.
  • The monetary scale and unit.

Queries can be added to a catalogue. Thus, if users regularly make the same queries, they need only enter the name under which these were listed and change the requested date to obtain the desired information.

The default amounts brought up by the queries can also be added to a catalogue. This way, if a user regularly makes several queries on the same amounts, he or she can define these default amounts to avoid having to select them each time.

The information displayed on screen can be exported to Excel and Access so that individual users can customise the display of the data obtained.

All information is updated daily and can be accessed by virtually any area and at any level of aggregation or detail.

  • Expenditure positions for the current period, closed periods and charged to subsequent periods (since 1986)
  • Revenue positions for the current period and closed periods (since 1986)
  • Cash advance positions (since 1989)
  • Local fund positions (since 1986)
  • Non-budget transaction positions (since 1986)
  • Financial accounting positions (since 1986)
  • Payment fund payment positions (since 2000)
  • Third-party expenditure positions (e.g. closed, current and charged to future periods) (since 1993)
  • General details of third-party entries (since 1986)
  • Positions of super-expenditure proposals (e.g. closed, current and charged to future periods) (since 1999)
  • Positions of expenditure proposals (e.g. closed, current and charged to future periods) (since 1999)
  • Proposal file positions (e.g. closed, current and charged to future periods) (since 1999)
  • General details of super-expenditure proposals, expenditure proposals and expenditure proposal files (since 1999)

All the above information is updated daily and is accessible by virtually any area and at any level of aggregation or detail.
