The beneficiaries must be at least form two participating countries, one of which must come from a Member State. One operation may be performed in one single country, after their cross-border or transnational implications and benefits have been determined.
Beneficiaries of the funds, which may be:
- Public organisms.
- Entities deemed as public (subject to public law and with a public shareholding of at least 50%).
- Non-profit organizations such as universities, NGOs or foundations.
- Private Sector: SMEs.
- The Directorate-General for European Funds as Managing Authority or Certifying Authority for the operational programmes.
- The General Comptroller of the State Administration as Audit Authority of the operational programmes.
