How to request it

Forms used in the request for access to the application:

 This form shall be provided at the time of the request for access by the competent corresponding user (signatory administrator or delegate of advisers) to the COREnet application, through the option "request for access to systems" available in the portal of the Budgetary Administration (www.pap.hacienda.gob.es).

Applications for registering new external users for this application should be processed in accordance with the procedure described in the Access Control , page, which is accessed through the Virtual Office section of this portal.

Information for Administration Bodies

This participation of the administration bodies of the General State Administration and autonomous bodies, through electronic means, in the application procedure by a representative of the IGAE for actions of physical verification of the investment is performed gaining access through the Virtual Office of the onlinePortal of the Budget Authority.

The COREnet application makes a distinction between two access profiles as users:
  • User responsible for signing, corresponding to the holder of the administration body o processing unit of the AGE or autonomous body competent to submit this application.

  • The processing user, who, according to this Resolution, will be appointed by the previous competent user among those providing services in the administration body or unit processing the application from the AGE or autonomous body, for the recording of requests for appointing the representative of the IGAE for actions of physical verification of the investment.
Access to COREnet by administration bodies must be requested via the usual route of request for access to information systems within the scope of the Budgetary Administration, accessing thePortal of the Budget Authority, via the “Application for access to systems"; of the virtual office (using the la RADIX application), first by the user responsible for signing and then by the processing user, for whicha recognised electronic certificatesupported by the @FIRMA platform of SEAP is required:
  • Select, on the“access control” page accessed from the option indicated “Request for access to systems” the link to “Managing access to the information systems of the Budget Administration” which allows access to the RADIX application.
  • Within the RADIX application, select the “Register (external) user”. Fill in all the information that the RADIX application will request:
    • First the identification data of the administration body the user belongs to.
    • Next enter your identification data, except your full name, to be obtained from the electronic certificate, and the identification data of your immediate superior, as well as information on the type of communications link to be used.
    • Using the “Add information system” choose the COREnet application among those displayed.
    • In the "access profile" field, indicate whether the user is requesting registration as a“signatore”user or as a “processing” user (not signa
    • tory)
Next check“Production”, to indicate that access to the production environment is required.
It is mandatory to fill in the“justification”field requested below. It is a free-text field and, in the event that the application is made by a user responsible for signing, you must indicate the basis of jurisdiction by reference to the precept of the qualifying standard. If it has not been published, it is necessary to attach it to the application.
The RADIX application allows you to attach a file (only one), for those cases where it is necessary to complement the application.
Finally, press the“Agree”button to complete the request.
Access requests so made and confirmed again entering the application after receiving an automatic email address to the applicant shall be authorised, if necessary, by the one responsible for the file, in this case the Office for Financial Controls, Audits and Legal Analysis of Contracts, Grants and Agreements (SGIFyAJ).
In the event that the request is made by the "user responsible for signing" of the administration body, the user must fill in a form, listing the processing users authorised to enter the applicant.
Once the form has been duly filled out, the user responsible for signing (signatory user) should attach it at the time of the request for access to the COREnet application, as discussed above, or email it to the following address:
When a processing user requests access to the COREnet application through RADIX, the one responsible for the file of this application, i.e. the SGIFyAJ, will check that the user requesting access to COREnet, has been authorised by their user responsible for signing via the form indicated above. Information for Delegates of Adviser

Access to COREnet by delegates of advisers must be requested by the usual request route for access to information systems within the scope of the Budgetary Administration. Depending on whether you currently have access to some other application, or even COREnet, but with a different profile, there are three options, which are detailed below:
  1. Access request to COREnet as a new user of the Budgetary Administration applications.
  2. Access request to COREnet as a current user of other information systems of the Budgetary Administration.
  3. Request for change of COREnet access profile as a current COREnet user.
To request access to COREnet you must request access to the information systems within the scope of the Budgetary Administration, accessing the online portal of theBudgetary Administration., por la opción“Solicitud de acceso a los sistemas”de la via the "Application for access to systems" option of the virtual office (using the RADIX) application, first by the main delegate, then by the deputy delegate and then by the officers. To do this a recognised electronic certificate supported by the @FIRMA platform of SEAP is required:
  • Select, on the "access control" page accessed from the option indicated "Request for access to systems", the link to“Managing access to the information systems of the Budget Administration”which allows access to theRADIX application.
  • Warning: The RADIX application requires a valid electronic certificate, which must be selected, and then you need to enter your PIN.
  • Within the RADIX application, select the“Register (external) user”. Fill in all the information that the RADIX application will request:
    • First the identification data of the Delegate of Advisers the user belongs to.
    • Next enter your identification data, except your full name, to be obtained from the electronic certificate, and the identification data of your immediate superior, as well as information on the type of communications link to be used.
    • Using the “Add information system” choose the COREnet application among those displayed.
    • In the "access profile" field, indicate whether the user is requesting registration as a“main delegate of advisers”, as“deputy delegate of advisers”, or as“delegate of advisers officers”.
  • Next check“Production”, to indicate that access to the production environment is required.
  • It is mandatory to fill in the“justificatión”field requested below. It is a free-text field to explain the reason for your requests.
  • The RADIX application allows you to attach a file (only one), for those cases where it is necessary to complement the application, as is the case for a"main delegates of adviser",who must attach a document listing the members of their office
  • of advisers.
  • Finally, press the“Agreee”button to complete the request.
Access requests so made and confirmed again entering the application after receiving an automatic email address to the applicant shall be authorised, if necessary, by the one responsible for the file, in this case the Office for Financial Controls, Audits and Legal Analysis of Contracts, Grants and Agreements (SGIFyAJ).
In the event that the request is made by the "main delegate" of the administration body, the user must fill in a form, listing the users authorised to enter the application (officers and/or deputy delegate).

When a user requests dependent on the main delegate of advisers requests access to the COREnet application through RADIX, the one responsible for the file of this application, i.e. the SGIFyAJ, will check that the user requesting access to COREnet, has been authorised by their main delegate via the form indicated above.

2.-Access request to COREnet as a current user of other information systems of the Budgetary Administration.

To request access to COREnet you must request access to the information systems within the scope of theBudgetary Administration, accessing the online portal of the Budgetary Administration, via the “Application for access to systems”option of the virtual office (using the RADIX) application:
  • Select, on the "access control" page accessed from the option indicated "Request for access to systems", the link to“Managing access to the information systems of the Budget Administration”which allows access to the RADIX applicationRADIX.
  • Warning: The RADIX application requires a valid electronic certificate, which must be selected, and then you need to enter your PIN.
  • Once you have accessed using the certificate and already in RADIX you must select the“Access to new information systems”, option, choose "COREnet" and provide the same information as in the case of new users (case A), including“Notification form for delegate of advisers”.

3.- Request for change of COREnet access profile as a current COREnet user.

In this case, to request a change in the access profile for COREnet, you must access the www.pap.minhap.gob.es, portal, via the “Access to Information Systems” option of the virtual office.
Once you have accessed using the certificate and already in RADIX you must select the menu “Modifying access profile to information systems”, option choose “COREnet” and provide the new profile (main delegate of advisers, deputy or officers) and must provide same information as in the case of new users (case A), including “Notification form for delegate of advisers”.
